The government of Delhi has introduced its draft EV Policy 2.0 (2026–2030), proposing a complete halt on the sale of internal combustion engine (ICE) motorcycles from April 1, 2028. The move is aimed at reducing vehicular emissions and significantly improving air quality in the national capital. The proposed EV Policy 2.0 focuses on accelerating electric vehicle adoption, particularly in the two-wheeler segment, which constitutes a significant portion of daily commuting in Delhi. To encourage this shift, the policy offers a 100% exemption on road tax and registration fees, along with financial incentives of up to Rs 10,000 per kWh for electric two-wheelers priced up to Rs 2.25 lakh. These incentives are structured with caps that reduce over time—up to Rs 30,000 in the first year, Rs 20,000 in the second year, and Rs 10,000 in the third year. Additionally, buyers can benefit from a Rs 10,000 scrappage incentive when they dispose of Delhi-registered BS-IV or older two-wheelers, further supporting the transition to cleaner mobility. With nearly 70% of Delhi’s population relying on two-wheelers for daily commuting, this policy could play a crucial role in reducing pollution levels. Transitioning to electric mobility is expected to significantly improve air quality and reduce dependence on fossil fuels. Currently, the EV Policy 2.0 is in the draft stage. Authorities have opened a 30-day window for stakeholders and the general public to submit feedback. The final version of the policy will be released after reviewing the suggestions and inputs received. Apart from its environmental benefits, the policy is expected to encourage significant investment in electric vehicle manufacturing, foster advancements in battery technology, and drive the expansion of charging infrastructure across Delhi. If successfully implemented, Delhi’s EV Policy 2.0 could also emerge as a benchmark for other Indian cities aiming to accelerate the adoption of electric vehicles and transition towards cleaner mobility solutions.
